Our Founder
Chatham Technical Services was founded by Chantal Shine.
Chantal earned her degree in Computer Science from University of North Carolina at Chapel Hill, where she developed a deep interest in how complex systems scale, perform, and remain reliable under pressure. Following graduation, she began her career at Goldman Sachs, working on the Fixed Income, Currencies, and Commodities (FICC) trading floor.
At Goldman Sachs, Chantal supported mission-critical trading systems, focusing on scalability, reliability, and operational resilience. Her work required close coordination with internal stakeholders and third-party technology vendors, reinforcing the importance of disciplined execution, risk awareness, and clear communication in high-stakes environments.
After several years in finance and technology, Chantal returned to her hometown to establish Chatham Technical Services. The company was created to apply enterprise-grade technical rigor to government software procurement and IT servicesâbridging the gap between commercial technology providers and public sector needs.
